Someone looks at the lot. That is the only way to tell whether the base is sound, and it is the question that decides whether you are looking at a few thousand dollars of maintenance or a capital project.
You get a written price with quantities on it: area, thickness, milling depth if any, how much patching is included and where, and what is excluded. A lump sum with no measurements cannot be compared with anything, and we would rather you compared ours with somebody else's than took it on trust.
